It will be seen, therefore, that the foundation of new universities or educational establishments as proposed by Liang Chi-Chao is not so much favoured (with the exception of a school at Canton as a feeder for Hong Kong University) as the strengthening of existing institutions. both Mr. Wilton, of the Chinese Consular service, the writer of the memorandum, and Sir John Jordan himself are strongly in favour of remitting the Boxer indemnity in toto, and, so far as the British share is concerned, using it for educational development in China.

But before any decision is taken, and this seems eminently reason- able, an expert committee should be sent to China to study the whole question and report on it, and they might well take Mr. Wilton's] suggestion as a basis to work on.

2. In October last our Ambassador in Japan telegraphed that the Japanese Minister for Foreign Affairs had informed the Chinese Minister that the Japanese Government had decided, in principle, to remit the Japanese portion of the indemnity, but that as payment by China had been deferred in 1917 for five years there was plenty of time for the Japanese to decide whether remission should be an unconditional gift or whether the money should be applied to special objects. Again, only last month the Chinese Minister in London, who appeared to be aware of Sir John Jordan's. views. enquired at the Foreign Office whether His Majesty's Government were proposing to remit, on certain conditions, their share of the indemnity. He added that the Japanese had announced their intention of doing so, and that he believed the French were also considering it.

It is submitted, therefore, that the proposal to send an expert committee to study the question in China should be taken into serious consideration without delay.
